Dr. Rafael F. Alburquerque De Castro,

Vice President of the Dominican Republic

 

Dr. Rafael Francisco Alburquerque De Castro was born in the city of Santo Domingo June 14, 1940. His parents were Rafael Alburquerque Zayas-Bazán (deceased) and Mrs. Mercedes de Castro. He also has two sisters Emma Mercedes and Lucrecia Antonia.

In 1963 he graduated "Magna Cum Laude" with a degree in Doctor in Laws from the Universidad Autónoma de Santo Domingo (UASD). He received a scholarship from the government of Professor Juan Bosch for his post graduate studies in Paris, France. Once Professor Juan Bosch government was overthrown he had the opportunity and obtained an educative credit which permitted him to finish his course of studies with a Doctorate Degree in The University of La Sorbonne in Paris. There he specialized in Worker's Law and Social Security in 1965. While he was in France he received honors for his studies in Comparative Law of level one and two in the Facultad Internacional de Estrasburgo for Comparative Law. He also studied Internacional Private Law in the the Academy of Internacional Law in the Hague, Netherlands.

In 1970 he married Martha Montes de Oca, who holds a Degree in Chemistry and is vicepresident and executive director of a pharmaceutical laboratory, they have two daughters: Liza María, born in 1971 (Degree in Chemistry), and Rachel (Doctor in Medicine), born in 1973. They have 3 grandchildren Mariel, Rafael Arturo and Diego.

Dr. Alburquerque initiated his carrier in politics in 1960 when he participated against the Trujillo's government. Member and founder of the Dominican Student Federation and Sub Secretary General, he participated as one of the speakers of the first public manifestation of this organization in July 13 1961. At the end of August of that year he traveled to Costa Rica to participate in a course organized for young Dominicans by The Institute of Political Studies of Coronado in San José, Costa Rica. This Course was given by the professor Juan Bosch, of the Partido de la Liberación Nacional from this country and major figures from the left democrats of Latin America.

In 1973 he resigns from Partido Revolucionario Dominicano to follow professor Juan Bosch in the constitution of Partido de la Liberación Dominicana. In the first congress of the organization he is elected member of the Central Committee and designated member of the Political Committee. He was Secretary General of PLD from 1978 to 1983. He was also a candidate for Vicepresident in 1978 y 1982 accompanying professor Juan Bosch in the ballot. Candidate for Senador for the PLD in the providence of Santo Domingo for the congressional elections for 2002. He is member of the Central Committee of the PLD. He was designated Vicepresident of the Republic in March 16 2004, he is elected in this position in May 16.
